If applicable, Involve the Union(s) from the very beginning.
Meet with the Chief Steward and/or Business Agent to express your desire to initiate a behavior-based safety process. Inform them of what will be involved and ask how the Union and you can move such a process forward. If you will be using a vendor to provide behavior-based safety training, then invite the vendor to speak with the union steward(s) and business agent(s).
It is imperative for you to convey the following three items:
The behavior-based safety process is a proactive element for safety at your organization.
The behavior-based safety process cannot be the enforcement arm of safety. We are not basing observations on the rules identified in our safety manual or by safety signs and labels posted in the work area.
The behavior-based safety process cannot lead to disciplinary action.
