Notes:
Establish a pilot population of employees to participate in the behavior-based safety process.
With a pilot group, it will allow you determine if a larger scale process will have a chance of success. The employees, union(s) and management will have an opportunity to experience the process benefits or lack there of.
If the pilot study is successful, then scaling the process will become easier. To finance a large scale process is expensive. To finance a pilot process is achievable.
