During 1998, the groundwork was being prepared to initiate a behavior-based safety process at Stanford Linear Accelerator Center. Contacts were made at other United States Department of Energy (D.O.E.) Laboratories to determine their actions towards a behavior-based safety process and their effectiveness for achieving results. There was a review of publications that describe the methodology of behavior-based safety companies. A professional development conference was attended in which various vendors of behavior-based safety had an opportunity to present their organization and particular style with respect to behavior-based safety. At the same time, budgetary constraints at the laboratory were taken into consideration for implementing such a process. As a result, a sample had to be chosen to participate in the pilot study.
