Formation of a Strategic Performance Plan

As we all know, Federal Osha has taken a step back to allow state plan states more latitude in operating their programs. We were finally given the opportunity we had hoped for. A chance to determine the direction of our program and positively affect the working conditions in Iowa. As with any freedom, comes a great deal of responsibility. Our primary responsibility was to formulate a strategic plan. The genesis of the plan was sparked by a steering committee. The committee was made up of representatives from all functions of Iowa OSHA; Enforcement/Consultation, management, legal, safety, health, administrative. Eleven strategic plan goals were identified by the steering committee. The committee proceeded to change the face of safety & health at the Division of Labor. Each member of Iowa OSHA’s staff was assigned to at least one of the eleven committees representing individual strategic performance goals. It was the responsibility of each of those committees to determine how the strategic plan goals were to be met. Describing it as a daunting task was an understatement. On occasion we had very heartfelt and lively discussions at our committee meetings. We are fortunate in Iowa, our Labor Commissioner is also the Boxing Commissioner, therefore the standing eight count was utilized.
