Who Will Benefit

EHS Managers, Product Stewards, and Industrial Hygienists who have responsibility for REACH compliance or programs, as well as those wishing to better understand the requirements and ramifications of the REACH regulation.

Course Description

Gain an overview of the European regulation known as REACH (Registration, Evaluation, and Authorization of Chemicals) with emphasis on the development of Chemical Safety Assessments (CSA). Participants will better understand the regulatory requirements under REACH and be able to manage their impacts. Following an overview of the REACH regulation and basic principles, detailed information on the human health hazard assessment aspects including development of Derived No Effect Levels (DNELs), Exposure Scenarios, Chemical Safety Reports and CSA deliverables for the REACH extended Safety Data Sheet (SDS) will be provided.

Upon completion, the participant should be able to:

  • Describe the general requirements for Chemical Safety Assessments
  • Discuss associated deliverables under the REACH regulation.
  • Better manage the impacts of the REACH regulation on individual businesses and industrial hygiene practices.

Presenter Bios

Robert Skoglund, PhD, DABT, CIH
Dr. Skoglund has a doctorate and master’s degree in environmental health (toxicology and environmental chemistry) from the University of Minnesota and over twenty years of experience in regulatory and applied toxicology. He is presently a Senior Laboratory Manager within the Corporate Medical Department of the 3M Company in St. Paul, Minnesota, and is responsible for the science-based assessment and communication of the hazards and risks of materials important to 3M. This includes a global hazard communication program and other regulatory and applied toxicology issues/tasks that impact product responsibility/stewardship. He is also an Adjunct Professor at the University of Minnesota where he teaches and advises students in both the Toxicology Graduate Program and the School of Public Health's Division of Environmental Health Sciences. Dr. Skoglund is board certified in toxicology and industrial hygiene and has been lecturing on regulatory and applied toxicology for over fifteen years, and he has authored a number of peer-reviewed publications on these topics including journal articles, book chapters, and scientific abstracts. Dr. Skoglund is active in a number of professional societies and trade organizations including the Consumer Specialty Products Association (CSPA), American Chemistry Council (ACC), Society of Toxicology (SOT) and Society for Chemical Hazard Communication (SCHC), and has served as a representative for US industry in the development of GHS and REACH.

Robert Roy, PhD, DABT
Dr. Roy has a Ph.D. and M.S. in Environmental and Occupational Health (Program in Toxicology) from the University of Minnesota and has over twenty years of experience in toxicology and regulatory toxicology. He is presently a Senior Toxicology Specialist within the Corporate Medical Department of the 3M Company in St. Paul, Minnesota. His primary responsibilities include health hazard and risk/safety assessment of raw materials, intermediates and finished consumer and industrial products for several 3M businesses, establishing 3M Occupational Exposure Limits (OELs), and, most recently, he has taken a leadership role in 3M’s health and exposure-related activities/programs established to ensure 3M’s compliance with REACH. He is also an Adjunct Professor at the University of Minnesota where he teaches and advises students in both the Toxicology Graduate Program and the School of Public Health's Division of Environmental Health Sciences. Dr. Roy is board certified in toxicology by the American Board of Toxicology. Dr. Roy is active in a number of professional societies including the American Industrial Hygiene Association (AIHA; member of the WEEL Committee), the Society of Toxicology (SOT), the Northland Regional Chapter of SOT (NLSOT), and the Society for Chemical Hazard Communication (SCHC). He is also an active member of the European Centre for Excotoxicology and Toxicology of Chemicals (ECETOC) Task Force to develop guidance for assessment factors (AFs) to derive DNELs

Rama Vithala, PhD

Rama Vithala has worked in the Chemical Industry for 15 years working on global chemical regulations.  In the chemical industry, she has held a variety of research and development positions. As a Manager in Product Safety, Toxicology & Regulatory Affairs, and as a Regulatory Toxicologist, working on Industrial chemical regulations, Rama was involved with Toxicology, Ecotoxicology, Environmental Fate studies, global regulatory notifications, HPV work, Risk assessments, and regulatory compliance issues.  She also worked on FIFRA regulations. She has a wide range of experience providing technical, regulatory and project management and has been working on TSCA, HPV and EU REACH regulations. She is currently working at CGI as a Subject Matter Expert and working on the EU REACH regulation. She has obtained her Ph.D. from India in plant Science with emphasis on chemical analysis.  In addition, she did post-doctoral work in Environmental Chemistry at Univ. of Nevada & Pesticide Chemistry at Univ. of Florida.

Paul Harper
A Principal in ENVIRON’s Phoenix, Arizona office, Mr. Harper has over 25 years of experience in safety and environmental management and engineering and risk management. Mr. Harper acts as leader for ENVIRON’s Industrial Hygiene and Safety practice and is part of their core North American REACH team. His experience has focused on safety performance and organizational change, productivity improvement, loss prevention and risk management, as well as dealing with complex liabilities in mergers and acquisitions, bankruptcy and corporate restructurings. Mr. Harper has extensive industrial experience in a diverse cross section of industries, including pulp and paper, mining and minerals processing, plastics and rubber, heavy equipment and automotive parts, foundry operations, and specialty chemical and metal production. Mr. Harper has lectured extensively on a wide variety of topics in the environmental and safety field. Mr. Harper has been a fellow of the Institute of Hazardous Materials Management and is a member of the American Society of Safety Engineers, the Air and Waste Management Association, American Water Works Association. He is a member of the Crystalline Silica Panel and sits on the Board of the International Minerals Association – Europe. Mr. Harper holds Bachelor of Science degrees in Chemistry and Microbiology from Bowling Green State University and a Master in Business Administration from the University of Cincinnati.
