Proposal to Change International Mechanical Code (IMC) Section 510 - Hazardous Exhaust Systems

In December 2002, the AIHA Laboratory Health and Safety Committee developed a position paper and code change proposal regarding section 510 of the International Mechanical Code – Hazardous Exhaust Systems. The proposal, (M55-03/04), was presented at the September 2003 IMC Committee Hearing. The IMC published hearing results which indicated that the code change was denied. The committee indicated that objections to code change language were not based on technical disagreement, but based on concerns about enforceability of the new proposed language. IMC/ICC personnel offered to work with AIHA, the code change proponent, to jointly craft enforceable language.  

The ICC process includes a public comment period to allow the public to express their agreement or disagreement with the code committee’s findings on the proposals presented at the public hearing. This comment period ended January 14, 2004. During the public comment period there were eleven public comments submitted in support of changing section 510 as it pertains to laboratories. These were published in the 2004 ICC Final Action Agenda.  Public Comment #4 on page 81 represents a cooperative effort by the AIHA proponent and ICC/IMC code officials to develop compromise language which would be enforceable by local code officials and acceptable by the IMC committee.  

On May 17 – 20, 2004, at the ICC Final Action Hearing at the Sheraton Hotel in Overland Park , KS , ICC Code Officials voted to incorporate the wording of Public Comment #4 into the code.  This change in wording  will be reflected in a 2004 code supplement.
