CIHC Report

On July 9, 1998 the Board of the CIHC and many local section presidents and president-elects met in San Francisco to discuss the activities of the organization for the rest of 1998.

The latest copy of minutes of this meeting that should be on the CIHC web site. In addition, there is an effort to make California regulations (i.e. Title 8 and others) available from the CIHC sites through linkage with other sites was successful. This is currently available.

The CIHC checking account balance is $13,196.50. However, it does not include the proceeds of last fall's conference which netted approximately $7000.00.(not noted in minutes)

The dues or assessments from the CIHC will remain the same as last years'. For Sacramento, it is $20.00 or approximately $1200.00. We have not been billed locally for this as of this date in 1998. I did give Ann my fax number. As soon as I get the bill I will pay it.

Items of Interest

  1. There is a plan to create a Directory of CIH's or IH's. Howard Spillman is working on developing cost and considering legal issues. Eventually, local section members will be polled on the issue of a voluntary directory that could be made available on the CIHC web. This will be developed using the definition in B&P Code Section 11672 per SB 1034. Key Points:
    1. If you are eligible to take the ABIH exam or you are an industrial hygienist, ClHC would recognize those persons under the definition.
    2. The profession should have a means to identify these individuals.
    3. Practitioners would use CIH as means of recognition.
    4. Fees attached to this directly could reduce need for local section financial support. Costs will be structured with CIHC support and operational cost requirements.
    5. A letter will be issued detailing all of these issues by the end of August 1998 for distribution to members in September.
  2. There will be efforts made to meet and educate state legislators on key committees to industrial hygiene concerns. Local section board members are assigned to this issue in the Sacramento Valley Section. An education package has been developed and will be distributed to local sections or made available on CIHC web page. This is nearing completion. Daphne has provided material. The material will be available at the board meeting and the Luncheon on August 13, 1998.
  3. Reviewed "keyword" list for computer generated legislative information to better ensure that areas of interest are found: New terms added:
  4. The CIHC board has taken the position of opposing any reduction in the enforcement of bans on smoking in public places. This is continuing, so any bill advancing the rights of smokers is to be opposed.
  5. The CIHC is planning to hold their annual conference as a Seminar at Sea with Carnival Cruise Lines. More information will be provided when it is available. The topic is "Industrial Hygiene and the Law." A number of attorneys will be speaking covering Toxic Torts, Working as an Expert Witness, and Legal Liability issues for Industrial Hygienists. Note: (This conference will cost and will provide for a nice outing for spouses or significant others.) The CIHC board is asking for two volunteers from each local section to assist with the conference. This assumes attendance.

Abstract

This paper describes the process that was necessary to reduce hardwood dust exposures in a carpenter shop to levels below the current American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Value (TLV). Air monitoring included traditional personal sampling for "total dust" in accordance with the National Institute for Occupational Safety and Health (NIOSH) Method 0500. Achieving the ACGIH TLV of 1 mg/m3 for hardwood dust in a typical carpenter shop has been demonstrated to be possible but very difficult. The implemented shop improvements focused on engineering controls and work practice improvements. Reducing most personal wood dust exposures below 2 mg/m3 was accomplished relatively easily, however reducing the exposures below 1 mg/m3 was considerably more difficult and expensive. A preliminary quantitative comparison of available dust control equipment with hand-held power sanders was also performed. Sanding tool use guidelines were developed from these data to reduce airborne wood dust until engineering controls could be fully implemented. The key to further reducing airborne hardwood dust concentrations was to implement effective local exhaust control for portable tools, especially sanders. The results of this study support the use of the current ACGIH TLV for hardwood dust of 1 mg/m3 as a conservative guideline, and an occupational exposure limit of 2 mg/m3 including consideration of feasibility.

Notes from the President

Our Annual Symposium has been rescheduled from September to Thursday, November 12. This will give us more time to prepare and to solicite attendance from other groups in our local area. We hope that this year's event will be a very successful fund raiser for our local section. The topics include: Workplace Violence (Cal OSHA), Lead Certification Guidelines (Dept. of Health Services), and possibly Emergency Response. We are still looking for speakers and volunteers to help make this event a success. Please contact a member of the board if you are interested in helping.

The Board is currently discussing the possibility of having a joint ASSE/AIHA Holiday Meeting in November or December.

Our term of office will go through April this year. This was in response to National's request that all local sections' term of office go from June - June to coincide with National. These changes will require us to modify our bylaws. If you are interested assisting with this effort please contact me.

We are currently recruiting nominees for next year's board. If you are interested in serving on the board or helping on a committee please contact Bill Collier, president elect. Ballots will be mailed in the month of October and should be returned before the Annual Holiday meeting in December.
