Background on ISO TC 207 Environmental Management

The International Organization for Standardization (ISO) formed Technical Committee (TC) 207 in 1993. This committee is tasked with "standardization in the field of environmental management tools and systems." TC 207 has produced a number of standards and guidance documents dealing with environmental issues. The U.S. Technical Advisory Group (U.S. TAG) to TC 207 is part of the ANSI Z1 Committee with the American Society of Quality (ASQ) as the secretariat.

US TAG to TC 207 & TC 176 and ANSI Z1- Auditing Subcommittee

Update March 2015

The US TAG to TC 207 meeting was held on March 16 to 17, 2015, the US TAG to TC 176 meeting was held on March 18 to 19, 2015 and the ANSI Z1-Auditing Subcommittee was held on March 18, 2015 in Orlando, FL.  

The next TAG standards meetings will be held in Washington DC on August 10 - 14, 2015. The next TC 207 Plenary will be held in New Delhi, India in September 2015.

Highlights of the meetings:

  • The revisions of both ISO 14001 (Environmental management system – Requirements with guidance for use) and ISO 9001 (Quality management system – Requirements) are expected to be published later this year.  Both standards were issued as draft international standards (DIS) last year and the comment period on both standards is closed. 

  • The revision of ISO 14004, Environmental management systems – General guidelines on principles, systems and supporting techniques is proceeding and is currently out for comment and vote to move to DIS until May 5, 2015.  

  • The systematic review ballot on ISO 14005, Environmental management systems — Guidelines for the phased implementation of an environmental management system, including the use of environmental performance evaluation is due June 15, 2015.  More information about this standard can be found at  https://www.iso.org/obp/ui/#iso:std:iso:14005:ed-1:v1:en 

  • It was reported that ISO TC 146 is developing an Air Quality Management System Standard and a new standard on environmentally-conscious design is being developed by ISO in conjunction with IEC 111.

  • ISO TC 207 SC2 is continuing to discuss a draft standard outline for a standard on verification of the environmental component of sustainability reports.

  • Work is almost complete in developing ISO 14034, Environmental management – Environmental technology verification and performance evaluation. This standard is focused on providing a methodology for use in verifying the effectiveness of environmental control technologies and to report on environmental technology performance.  The DIS is expected to be issued in late August and the standard is scheduled to be published in the first quarter of 2016.

  • Work is complete on ISO 14046, Water Footprint - Principles, requirements and guidelines.  The standard was published in July 2014.   ISO is still working on a Technical Report with examples (ISO TR14073).

  • Work has been initiated to revise the environmental labeling standards (ISO 14020 – ISO 14025), including addressing issues with environmental product declarations.

  • ISO 14072, Environmental management — Life cycle assessment — Requirements and guidelines for organizational life cycle assessment was published in December of 2014.  For more information about this standard, go to https://www.iso.org/obp/ui/#iso:std:iso:ts:14072:ed-1:v1:en 

  • ISO has circulated a survey requesting input for the systematic review of ISO 14044, Environmental management -- Life cycle assessment -- Requirements and guidelines.  The U.S. has submitted comments in support of the revision of this standard.

  • Work in continuing on the revision of the greenhouse gases standards (ISO 14064-1, 2 & 3 and 14065) with projected publication of updated standards in 2017.  An issue with the revision of ISO 14064-1 is the handling of energy indirect emissions.  ISO 14064-3 is being extensively revised to add more information on verification and validation.  

  • ISO has set up a Climate Change Coordinating Committee to review the existing ISO standard development activities in the climate change area and to identify opportunities for coordination and collaboration.  One of the current focuses is adaptation standards.  ISO has a “Climate Change” webpage at http://www.iso.org/iso/home/news_index/iso-in-action/climate_change.htm

  • The ASC Z1-Auditing Subcommittee focused its discussion on the definitions and requirements for internal audits (as set out in ISO 14001, ISO 9000, ISO 9001, ISO 45001 and Annex SL).  The purpose of the discussion was to provide input into the on-going revisions of these standards.  Additional input is being sought on the reporting of audit results.


 

US TAG to TC 207 & TC 176 and ANSI Z1- Auditing Subcommittee

The US TAG to TC 207 meeting was held on August 4 to 6, 2014, the US TAG to TC 176 meeting was held on August 6 to 8, 2014 and the ANSI Z1-Auditing Subcommittee was held on August 7, 2014 in Washington DC.  The next meeting will be held in Orlando, FL on March 16-21, 2015. 

Highlights of the meeting:

  • The revisions of both ISO 14001 (Environmental management system – Requirements with guidance for use) and ISO 9001 (Quality management system – Requirements) are proceeding and expected to be complete in 2015.  Both standards have been published as draft international standards (DIS). The comment period on the ISO 9001 standard has closed. Comments on the DIS for ISO 14001 are due (in the U.S.) on October 19, 2014.   • The revision of ISO 14004 (Environmental management systems – General guidelines on principles, systems and supporting techniques) is proceeding in conjunction with the revision of ISO 14001. ISO 14004 has been issued as a Committee Draft.

  • ISO TC 207 SC2 discussed a draft standard outline for a NWIP for a standard on verification of the environmental component of sustainability reports.

  • Work is underway to develop a new standard - ISO 14034 (Environmental management – Environmental technology verification and performance evaluation).   This standard is focused on providing a methodology for use in verifying the effectiveness of environmental control technologies and to report on environmental technology performance.  The Committee Draft (CD) was just released.  Comments are due from the U.S. TAG on October 12, 2014.

  • Work is complete on ISO 14046 – Water Footprint. According to the ISO website “ISO 14046:2014 specifies principles, requirements and guidelines related to water footprint assessment of products, processes and organizations based on life cycle assessment (LCA).”  For more information go to http://www.iso.org/iso/home/store/catalogue_tc/catalogue_detail.htm?csnumber=43263   ISO is moving forward with a Technical Report with examples (ISO TR14073).

  • Work has been initiated to revise the labeling standards (ISO 14020 – ISO 14025).  Work is beginning on a new standard – ISO/NP TS 14027 – Environmental labels and declarations – Type III environmental declarations – Product Category Rule (PCR) development.  The standard is to address issues with environmental product declarations.

  • The ASC Z1-Auditing Subcommittee focused its discussion on alignment between the definitions and requirements for internal audits (as set out in ISO 14001, ISO 9000, ISO 9001, ISO 45001 and Annex SL).  The purpose of the discussion was to provide input into a possible revision of Annex SL by the JTCG and the on-going revisions of ISO 9001, ISO 14001 and ISO 45001.

The US TAG to TC 207 meeting was held on March 17 to 18, 2014, the US TAG to TC 176 meeting was held on March 19-20, 2014 and the ANSI Z1-Auditing Subcommittee was held on March 19, 2014 in Orlando, FL. The next meetings will be held in Washington DC on August 4-7, 2014.

Highlights of the meeting: 
  • The revisions of both ISO 14001 (Environmental management system – Requirements) and ISO 9001 (Quality management system – Requirements) are proceeding and expected to be complete in 2015.  It is anticipated that they will be published as draft international standards (DIS) in June-July 2014. They will be available for public comment at that time. The revisions of ISO 14001 and ISO 9001 are based, in part, on the management system standard requirements set out Annex SL of the ISO Directives.  Information on Annex SL can be accessed at http://www.iso.org/iso/home/standards_development/resources-for-technical-work/iso_iec_directives_and_iso_supplement.htm.

  • The revision of ISO 14004 (Environmental management systems – General guidelines on principles, systems and supporting techniques) is proceeding in conjunction with the revision of ISO 14001.

  • ISO TC 207 SC2 may be considering a NWIP for a standard on verification of sustainability reports.

  • Work is underway to develop a new standard - ISO 14034 (Environmental management – Environmental technology verification and performance evaluation). This is a joint TC 207/CASCO standard development activity. It is focused on providing a methodology to use to verify the effectiveness of environmental control technologies and to report on environmental technology performance.

  • Work is complete on ISO 14046 – Water Footprint. The standard is expected to be published shortly.  ISO is moving forward with a Technical Report with examples.
  • Work has been initiated to revise the labeling standards (ISO 14020 – ISO 14025) and the greenhouse gases standards (ISO 14064-1, 2 & 3 and 14065).
