Background on ISO TC 207 Environmental Management

The International Organization for Standardization (ISO) formed Technical Committee (TC) 207 in 1993. This committee is tasked with "standardization in the field of environmental management tools and systems." TC 207 has produced a number of standards and guidance documents dealing with environmental issues. The U.S. Technical Advisory Group (U.S. TAG) to TC 207 is part of the ANSI Z1 Committee with the American Society of Quality (ASQ) as the secretariat.

US TAG to TC 207 Update March 2014

Update March 2014

The US TAG to TC 207 meeting was held on March 17 to 18, 2014, the US TAG to TC 176 meeting was held on March 19-20, 2014 and the ANSI Z1-Auditing Subcommittee was held on March 19, 2014 in Orlando, FL. The next meetings will be held in Washington DC on August 4-7, 2014.

Highlights of the meeting: 
  • The revisions of both ISO 14001 (Environmental management system – Requirements) and ISO 9001 (Quality management system – Requirements) are proceeding and expected to be complete in 2015.  It is anticipated that they will be published as draft international standards (DIS) in June-July 2014. They will be available for public comment at that time. The revisions of ISO 14001 and ISO 9001 are based, in part, on the management system standard requirements set out Annex SL of the ISO Directives.  Information on Annex SL can be accessed at http://www.iso.org/iso/home/standards_development/resources-for-technical-work/iso_iec_directives_and_iso_supplement.htm.

  • The revision of ISO 14004 (Environmental management systems – General guidelines on principles, systems and supporting techniques) is proceeding in conjunction with the revision of ISO 14001.

  • ISO TC 207 SC2 may be considering a NWIP for a standard on verification of sustainability reports.

  • Work is underway to develop a new standard - ISO 14034 (Environmental management – Environmental technology verification and performance evaluation). This is a joint TC 207/CASCO standard development activity. It is focused on providing a methodology to use to verify the effectiveness of environmental control technologies and to report on environmental technology performance.

  • Work is complete on ISO 14046 – Water Footprint. The standard is expected to be published shortly.  ISO is moving forward with a Technical Report with examples.
  • Work has been initiated to revise the labeling standards (ISO 14020 – ISO 14025) and the greenhouse gases standards (ISO 14064-1, 2 & 3 and 14065).

US TAG to TC 207 Update August 2013

 The US TAG to TC 207 meeting was held on August 12 to 14, 2013 in Washington DC. The next meetings will be held in Orlando, FL on March 17 to 20, 2014.  

Highlights of the meeting: 

  • The revisions of both ISO 14001 (Environmental management system – Requirements) and ISO 9001 (Quality management system – Requirements) are proceeding and expected to be complete in 2015. A second Committee Draft (CD) of ISO 14001 has been delayed and will be circulated in late 2013 or early 2014. The revisions of ISO 14001 and ISO 9001 are based, in part, on the management system standard requirements set out Annex SL of the ISO Directives.  

  • The revision of ISO 14004 (Environmental management systems – General guidelines on principles, systems and supporting techniques) is proceeding in conjunction with the revision of ISO 14001. 
     
  • The ASC Z1-Auditing Subcommittee is in the process of developing guidance to assist users in understanding the Internal Audit requirements set out in Annex SL.   

  • ISO may be considering a NWIP for a standard on verification of sustainability reports. 

  • Work is underway to develop a new standard - ISO 14034 (Environmental management – Environmental technology verification and performance evaluation). Note – This standard was previously designated as ISO 18634. This will be a joint TC 207/CASCO standard development activity. It is focused on providing a methodology to use to verify the effectiveness of environmental control technologies and to report on environmental technology performance.   

  • Work is continuing on ISO 14046 – Water Footprint. 

  • Due to objections raised by India, ISO 14067 – Carbon footprint of products was published as a Technical Specification rather than an International Standard. According to the ISO website, ISO/TS 14067:2013 “specifies principles, requirements and guidelines for the quantification and communication of the carbon footprint of a product (CFP), based on International Standards on life cycle assessment (ISO 14040 and ISO 14044) for quantification and on environmental labels and declarations (ISO 14020, ISO 14024 and ISO 14025) for communication.”   

  • The New Work Item Proposal (NWIP) to establish a Project Committee tasked with initiating work on a standard entitled – Occupational health and safety management systems – Requirements was approved and work has been initiated by Project Committee 283. ASSE will be the administrator of the new U.S. Technical Advisory Group (TAG) for PC 283.  The initial international meeting will be held in the UK in October 2013.  

  • It is anticipated that work will begin shortly on a revision of the labeling standards (ISO 14020 – ISO 14025) and the greenhouse gases standards (ISO 14064-1, 2 & 3 and 14065).
     

US TAG to TC 207 Update March 2013 

The US TAG to TC 207 meeting was held on March 18 to 20, 2013 in New Orleans, LA.  The next meeting will be held in Washington DC on August 12 to 14, 2013.

 

Highlights of the meeting:

  • The revision of ISO 14001 (Environmental management system – Requirements) is proceeding and expected to be complete in 2015. Comments on the Committee Draft (CD) are due to the U.S. TAG to TC 207 by April 25, 2013. This revision of ISO 14001 is based, in part, on the management system standard requirements set out Annex SL of the ISO Directives.  

  • The revision of ISO 14004 (Environmental management systems – General guidelines on principles, systems and supporting techniques) is proceeding in conjunction with the revision of ISO 14001. 

  • The ASC Z1-Auditing Subcommittee is in the process of developing guidance on internal audits to assist users with the Internal Audit requirements set out in Annex SL as a supplement to the more general audit guidelines set out in ISO 19011:2011.  

  • A revision of ISO 14031 (Environmental management – Environmental performance evaluation- Guidelines) has been completed.  ISO 14033 (Environmental management – Quantitative environmental information – Guidelines and examples) has been published. 

  • Work is continuing on the following standards:

    • ISO 14046 – Wa​ter Footprint
    • ISO 14067 – Carbon footprint of product
  • ISO has circulated a New Work Item Proposal (NWIP) to establish a Project Committee tasked with initiating work on a standard entitled – Occupational health and safety management systems – Requirements. Comments are due to ANSI by April ­­26, 2013.  The U.S. TAG to TC 207 approved a resolution recommending that ANSI vote to approve the NWIP (text of resolution is set out below).  

  • A NWIP has been approved for a new standard on Environmental technology verification and performance evaluation. It is focused on providing a methodology to use to verify the effectiveness of environmental control technologies and to report on environmental technology performance. 

  • It is anticipated that work will begin shortly on a revision of the labeling standards (ISO 14020 – ISO 14025) and the greenhouse gases standards (ISO 14064-1, 2 & 3).
