US TAG to TC 207 Update August 2012

The US TAG to TC 207 meeting was held on August 20-22, 2012.   The report for this meeting is available below. Highlights of the meeting:
  • The revision of ISO 14001 is proceeding and expected to be complete in 2015.  This revision will be required to use the aligned ISO high-level structure and definitions set out Annex SL of the ISO Directives (previously referred to as Guide 83).  This will result in a complete change to the ISO 14001 standard.  It will also likely lead to a revision of OHSAS 18001.  AIHA has formed an EHSMS Revision Taskforce to develop positions and prepare comments on the revision of ISO 14001 and OHSAS 18001.
  • The revision of ISO 14004 (Environmental management systems – General guidelines on principles, systems and supporting techniques) has begun and will occur in conjunction with the revision of ISO 14001.
  • The revision of ISO 19011 is complete.  ISO 19011:2011 was published in November 2011 and was adopted as an American National Standard in April 2012.  The ASC Z1-auditing Subcommittee is in the process of developing supplemental guidance on internal audit programs and supply chain audits.
  • Work is complete on a Technical Specification (ISO 17021-2) -  Conformity assessment- Competence requirements for certification auditing of environmental management systems.  This document sets out requirements for competence of 3rd party certification auditors performing EMS audits.
  • ISO is developing a new standard as guidance for ISO Technical Committees on Sustainability (Guide 82).  The ISO Technical Management Board (TMB) has issued a resolution directing the working group to develop a short, concise and practical guide rather than the lengthy standard that had been proposed.
  • New Work Item Proposals have been approved for the following standards:
    • ISO/NP TS 14071 – Life cycle assessment – Critical review processes and reviewer competencies – Additional requirements and guidelines to ISO 14044:2006
    • ISO/NP TS 14072 – Life cycle assessment – additional requirements and guidelines for organizations
  • Work is continuing on the following standards:
    • ISO 14046 – Water Footprint
    • ISO 14067 – Carbon footprint of products
    • ISO 14069 – Quantification and reporting of GHG emissions of organizations – Guidance on the application of ISO 14064-1

US TAG to TC 207 Update March 2012

The US TAG to TC 207 meeting was held on March 12 -13, 2012 in New Orleans, LA.   The report for this meeting is available below. Highlights of the meeting:
  • The revision of ISO 14001 has begun.  This revision will be required to use the aligned ISO high-level structure and definitions set out ISO Guide 83.  This will result in a complete change to the ISO 14001 standard.  It will also likely lead to a revision of OHSAS 18001.  AIHA has formed an EHSMS Revision Taskforce to develop positions and prepare comments on the revision of ISO 14001 and OHSAS 18001.

  • The next U.S. TAG to TC 207 meeting will be held in Washington, DC in August 2012.

US TAG to TC 207 Update August 2011

  • The revision of ISO 14001 and ISO 14004 has begun.  The NWIP was circulated for vote on 8/24/2011.  It is anticipated that this revisions will be required to use the aligned ISO high-level structure and definitions set out in the report of an ISO working group to the ISO TMB. This will result in a complete change to the ISO 14001 standard.
  • The following standards have been or will shortly be issued as either final draft international standards or published as international standards:
    • ISO 14006 – Guidelines on eco-design
    • ISO 14051 – Material flow cost accounting – general framework
    • ISO 14066 – Greenhouse Gases – Competency requirements for greenhouse gas validation and  verification teams
    •  ISO 19011 – Management system auditing
    •  ISO 14031 – Environmental performance evaluation - examples
    • ISO 14033 – Quantitative environmental Information – guidelines & examples
This means that work on these standards is essentially complete.
  • Work is continuing on the following standards:
    • ISO 14045 – Eco-efficiency assessment of product systems
    • ISO 14046 – Water Footprint
    • ISO 14067 – Carbon footprint of products
    • ISO 14069 – Quantification and reporting of GHG emissions of organizations – Guidance on the application of ISO 14064-1 
  • A new work item proposal (NWIP) has been approved to develop a standard that establishes competency criteria for individuals involved in EMS certification audits.
  • The next U.S. TAG to TC 207 meeting will be held in New Orleans, LA in March 2012.

US TAG to TC 207 Update March 2011

  • The revision of ISO 14001 and ISO 14004 is likely to begin in late 2011 or early 2012. A design specification is currently being developed to guide the revision of these standards. It is anticipated that the aligned ISO high-level structure and definitions set out in the final report of an ISO working group to the ISO TMB will be required to be used for this revision.  This will result in a complete change to the ISO 14001 standard.
  • The following standards have been or will shortly be issued as either final draft international standards or published as international standards:

    • ISO 14006 – Guidelines on eco-design
    • ISO 14051 – Material flow cost accounting – general framework

This means that work on these standards is essentially complete.

US TAG to TC 207 Update March 2010

  • The ISO Study Group that was established to develop a document discussing and analyzing various themes important to the next revision of ISO 14001 has continued its work.  This document is anticipated to be proposed as an attachment to the New Work Item Proposal (NWIP) for the revision of ISO 14001 which may begin in 2011. 
  • TC 207 is in the process of drafting several NEW standards –
  • ISO 14005 – Guidelines for the phased implementation of an EMS
    • ISO 14006 – Guidelines on eco-design.
    • ISO 14033 – Quantitative environmental Information – guidelines & examples
    • ISO 14045 – Eco-efficiency assessment of product systems
    • ISO 14046 – Water Footprint
    • ISO 14051 – Material flow cost accounting – general framework
    • ISO 14066 – Greenhouse Gases – Competency requirements for greenhouse gas validators & verifiers
    • ISO 14067 – Carbon footprint of products
    • ISO 14069 – Quantification and reporting of GHG emissions of organizations – Guidance on the application of ISO 14064-1 
  • TC 207 is also in the process of revising several existing standards –
    • ISO 19011 – Management system auditing
    • ISO 14021 – Type II Labeling
    • ISO 14031 – Environmental performance evaluation – guidelines
    • ISO 14047, ISO 14048, ISO 14049 – Life-cycle assessment (amendments for consistency)
  • Work is continuing on the revision of ISO19011-Managementsystem auditing.  The standard will be issued as a Draft International Standard in June 2010 with a comment period during through October 2010. A new ANSI Z1 subcommittee has been established for management system auditing.
  • The next TC 207 meeting will be in Leon, Mexico in July 2010.
  • The next U.S. TAG to TC 207 meeting will be held in Washington DC in August 2010.

US TAG to TC 207 Update November 2009

  • An ISO Study Group has been established to develop a document discussing and analyzing various themes that have been identified as important to the next revision of ISO 14001.  This document will be the focus of the discussion in the March 2010 U.S. TAG-ST1 meeting.
  • Work is continuing on ISO 14006 – Guidelines on Eco-Design.  Publication of this standard is projected for July 2011.
  • A NWIP has been approved for standards on Eco-efficiency and Water Footprint.  Increased U.S. participation is needed.   Work also started on a new guidance document on Data Quality.
  • Work is continuing on the revision of ISO19011-Management system auditing.  The U.S. TAG has raised several concerns about the standard and voted against moving the standard to DIS status.
  • Work is continuing on ISO 14051 on material flow cost accounting.   It is anticipated that the standard will be published in March of 2011.
  • ST 7 is continuing to work on two new standards – Carbon Footprint for Products and Carbon Footprint for Organizations.
  • Work is almost complete on ISO 14066 – Competency requirements for greenhouse gas validators and verifiers.  Publication as a final standard is expected in 2/2011.
  • Development of the ISO Energy Management Standard (ISO 50001) is proceeding quickly.  The standard is expected to be published in late 2010.
  • ANSI is accepting public comments on the Social Responsibility standard (ISO 26000) until 12/14/2009.
  • The next TC 207 meeting will be in Mexico City, Mexico in June 2010.
  • The next U.S. TAG to TC 207 meeting will be held in San Diego in March 2010.

US TAG to TC 207 Update March 2009

  • A TMB level committee has been established to develop a design specification and common top-level structure for all ISO management system standards.  This work is anticipated to be complete by 11/2010.  No revision of ISO 14001 will be undertaken before this is done.  It is likely that the new structure will lead to an entire restructuring of ISO 14001.Work is continuing on ISO 14066 – Competency Requirements for greenhouse gas validators and verifiers.
  • Work is continuing on ISO 14006 – Guide on Eco-Design. 
  • A NWIP has been developed for a standard on Eco-efficiency.
  • Work is continuing on the revision of ISO19011-Management system auditing.  The existing standard will be expanded to cover all management system auditing and new guidance is being suggested on risk-based auditing. The standard will include discipline-specific competency criteria for OHSMS auditors.
  • Work is continuing on ISO 14051 on material flow cost accounting.
  • ST 7 has begun work on two new standards – Carbon Footprint for Products and Carbon Footprint for Organizations.
  • ANAB added accreditation of OHSAS 18001 certification to its OHSMS program.
  • The next TC 207 meeting will be in Cairo, Egypt, June 22 – 26, 2009.
  • The next U.S. TAG to TC 207 meeting has not been set.  The August 2009 meeting has been cancelled.  TC 207 will be exploring ways of using electronic tools to facilitate committee activities as opposed to holding in-person meetings.

US TAG to TC 207 Update August 2008

The US TAG to TC 207 meeting was held on August 11-12, 2008 in Washington, DC.   A report for this meeting is available below. Highlights of the meeting:
  • Work has begun on a number of standards –
    • Revision of ISO 19011 – Management system auditing
    • ISO 14006 – Environmental management systems – Guide on Eco-Design
    • ISO 14051 – Environmental Management – Material flow cost accounting – General principles and framework
  • A new work item proposal (NWIP) is anticipated for development of an ISO standard dealing with Carbon Footprint of Products.
  • Work is complete on revising ANSI/ISO/ASQ 19011S, the US supplement to ISO 19011.  It was published on May 19, 2008. 
  • Work is continuing on the development of ISO 14066.  This standard will establish competency requirements for GHG validators and verifiers. A Committee Draft of this standard is anticipated to be completed by early 2009.
  • ANAB has partnered with the Department of Homeland Security to create a 3rd party accreditation program for emergency preparedness.
  • ANSI is in the process of creating an accreditation program for greenhouse gas verifiers and validators.
  • The U.S is the ISO Secretariat for a new standards development effort to write a standard for Energy Management.
  • The next US TAG to TC 207 meeting is scheduled for March 16-17, 2009 in Dallas, TX.

US TAG to TC 207 Update March 2008

The US TAG to TC 207 meeting was held on March 17-18, 2008 in Dallas, TX. A report for this meeting is available below. Highlights of the meeting:
  • The five-year systematic review of ISO 14001/14004 was completed and the standards were confirmed.  The next revision of these standards will be done in parallel with the revision of ISO 9001.
  • The new work item proposal (NWIP) for the revision of ISO 19011 was approved.  Work on this standard is anticipated to start in May 2008 and involve representatives from a number of management system standard technical committees as well as OH&S representatives.
  • Work is complete on revising ANSI/ISO/ASQ 19011S, the US supplement to ISO 19011, and the standard should be published shortly.
  • Work has begun on the development of a new standard – ISO 14066.  This standard will establish competency requirements for individuals acting as GHG validators and verifiers. A Committee Draft of this standard is anticipated to be completed by early 2009.
  • ISO has approved NWIPs for Material Cost Accounting and Road Traffic Safety Management System.  No U.S. TAG working groups have been established for these standards.
  • Committee Drafts of ISO 17021-Part 2 and ISO 14005 are currently out for comment.
  • The next US TAG to TC 207 meeting is scheduled for August 11-14, 2008 in Washington DC.
