Commercial businesses, government, and industrial organizations are experiencing greater pressure to be efficient. As a result, industrial hygienists and environmental, health, and safety professionals are increasingly expected to justify the costs of controlling EHS risks. To satisfy this expectation and gain support for EHS protection programs and activities, a persuasive business case may be developed to demonstrate that protecting worker health creates a competitive advantage for an organization. This way, IH and EHS professionals can be partners with business executives in the financial quantification and, ideally, the management of risk.

This simplified Occupational Environmental, Health, and Safety (OEHS) Business Case (BC) course provides the participants with a framework and interactive tools. OEHS BC can be defined as a structured method for justifying a project (intervention) to decision-makers. It captures the effects of implementing programs or activities on employee health and safety (injuries or illnesses), risk management, and business processes. The effects include customary financial business metrics, such as net present value (NPV), internal rate of return (IRR), return on investment (ROI), and payback period (PBP), which are meaningful to business management. This tool also includes non-financial measures, those that cannot be directly or easily monetized. In reality, the Business Case answers the question: What’s in it for the company?

Learning Objectives
After this online PDC, participants will be able to:

  • Describe the elements of a successful OEHS Business Case 
  • Align the current risk management model with an OEHS Business Case model  
  • Establish a context, scope, and objectives for an OEHS business case project
  • Identify OEHS Hazards and Risks
  • Analyze identified OEHS risks
  • Evaluate OEHS risks using the ALARP concept
  • Suggest beneficial OEHS risk reduction projects using the Hierarchy of Risk Treatment (HoRT) model
  • Communicate OEHS risks using the five-minute “elevator speech” template
  • Perform monitoring and review of an OEHS Business Case project
  • Demonstrate proficiency using various OEHS Business Case templates and case studies

Presenters

Georgi Popov, PhD, CSP, QEP, SMP, ARM, CMC, FASSP, FAIHA
Georgi is a professor in the Occupational Risk and Safety Sciences Department at the University of Central Missouri. He is coauthor of Assessing and Managing Risk - An ERM Perspective and Risk Management Tools for Safety Professionals, and the first author of Risk Assessment - A Practical Guide to Assessing Operational Risk. Popov holds a Ph.D. from the National Scientific Board, an M.S. in Nuclear Physics from Defense University in Bulgaria, and a post-graduate certification in environmental air quality. He graduated from the U.S. Army Command and General Staff College, Fort Leavenworth, KS. Dr. Popov is a recipient of the ASSP Global Safety Management, Executive Program in Safety Management, and Risk Assessment Certificates. Popov is the chair of ANSI/ASSP Z590.3, vice chair of the ANSI Z390 standard, a professional member of ASSP’s Heart of America Chapter, and a member of the Society’s Risk Management/Insurance Practice Specialty. Popov is a member of ASSP’s Heart of America Chapter and was named its Safety Professional of the Year (SPY) in 2015. He received the ASSP Region V SPY Award in 2016 and was named ASSP's Outstanding Safety Educator in 2017. He also received the AIHA President's Award three times.
In 2025, Georgi was awarded the BCSP SMP Award of Excellence, the AIHA Technical Award, and the ASSP Standards medal.

In 2026, Georgi Popov was awarded the BCSP CSP Award of Excellence, the AIHA Lawrence R. Birkner Leadership Award, and the ASSP President’s Award. Georgi has served as the BCSP SHIFT Editor-in-Chief since 2022.

Tsvetan Popov, PhD, CIH, CSP
Tsvetan is an Associate Professor in the Occupational Risk and Safety Sciences Department at the University of Central Missouri. Dr. Popov holds an M.S. in Chemical Engineering from the University of Chemical Technology and Metallurgy in Sofia, Bulgaria, an M.S. in Industrial Hygiene from the University of Central Missouri, and a Ph.D. in Chemistry from the Defense Staff Military Academy in Sofia, Bulgaria. While serving as an inspector analytical chemist at the Organization for the Prohibition of Chemical Weapons (OPCW), the 2013 Nobel Peace Prize was awarded to the organization "for its extensive efforts to eliminate chemical weapons." Dr. Popov's professional interests include safety, environmental protection, risk assessment, toxicology, analytical chemistry, chromatography, and mass spectrometry.
